The Convention on Supplementary Compensation for Nuclear Damage (CSC) aims at establishing a minimum national compensation amount and at further increasing the amount of compensation through public funds to be made available by the Contracting Parties should the national amount be insufficient to compensate the damage caused by a nuclear incident. The Convention is open not only to States that are party to either the Vienna Convention on Civil Liability for Nuclear Damage or the Paris Convention on Third Party Liability in the Field of Nuclear Energy (including any amendments to either), but also to other States provided that their national legislation is consistent with uniform rules on civil liability laid down in the Annex to the Convention.
An online calculator has been developed, which applies the formula in Article IV of the CSC and assists users in running scenarios of actual and possible Contracting Parties to the CSC to determine the amounts to be contributed to the supplementary international fund in such cases.

Amendment to the Convention on Supplementary Compensation for Nuclear Damage
The Amendment to the CSC was adopted on 13 January 2026 by a Diplomatic Conference, held 13-14 January 2026. The Amendment removes the requirement for States with no nuclear reactors to contribute public funds to the CSC’s supplementary international fund, by revising the portion of the formula for calculation of contributions set forth in Article IV.1(b) of the Convention.
The Amendment will enter into force on the date on which all Contracting Parties to the CSC, as of that date, have deposited an instrument expressing their consent to be bound by the amendment. Upon entry into force of this Amendment, a signatory State to the CSC may become a party through depositing an instrument of ratification, acceptance, or approval in accordance with Articles XVIII and XX.2. Any other State may only become a party through accession in accordance with Articles XIX and XX.2.
