          Background

          “When considering the threat, due attention should be paid to insiders.” The most valuable resource of any organization is the people of which it is comprised. However, the global impact of malicious acts perpetrated by insider adversaries within the nuclear industry necessitates a greater level of attention.

          One of the key areas of focus to ensure security across all levels, includes addressing the threat posed by insiders. The IAEA and many States around the world recognize this challenge. Despite the robustness of any implemented security measure, an insider can exploit a gap in protection, a moment of complacency or the trust of a colleague. This exploitation can be enough to challenge the objective of the entire nuclear security regime.

          The aim of this webinar is to provide an overview of IAEA Nuclear Security Series (NSS) No. 8-G (Rev. 1), Preventive and Protective Measures against Insider Threats, as well as discuss various on-going or upcoming activities to enhance the assistance and understanding of Member States in the area of the insider threat. ?A brief overview of the new guidance document under development, The Establishment and Implementation of a Trustworthiness Programme In Nuclear Security, details building and maintaining a trustworthiness programme which is closely linked to preventing and protecting against risks associated with the threat posed by insiders.

          IAEA Nuclear Security Series No. 13, Nuclear Security Recommendations on Physical Protection of Nuclear Material and Nuclear Facilities (INFCIRC/225/Revision 5).

          Objectives

          The objectives of this webinar are to present a high-level overview of the threat posed by the insider, as well as explain the assistance provided by the IAEA when it comes to addressing this threat. Relevant Nuclear Security Series publications, training courses and research projects will be discussed, as they comprise the assistance provided by the IAEA.
