The Safety Requirements on Preparedness and Response for a Nuclear or Radiological Emergency (IAEA Safety Standards Series No. GSR Part 7) was published in 2015 under the joint sponsorship of 13 international intergovernmental organizations. Requirements 7 and 8 of this publication require governments to ensure that arrangements are in place for both identification and notification as well as taking mitigatory actions in a nuclear or radiological emergency. These requirements apply to research reactors in both EPC II and III. With the guidance established in EPR-Research Reactors (2011) arrangements for emergency response to nuclear emergencies at research reactors are clear in terms of response roles and functions in both preparedness and response.
