          Synopses Submission

          Themes and Topics

          The overall themes and associated topics for this conference will be:

          ?1. Legislative and Regulatory Framework for Safe and Secure Transport

          • International Instruments – Ensuring updated and harmonized legal instruments, as needed.
          • Development, revision, and implementation of national framework that includes experiences, difficulties faced as well as feedback.
          • Establishment, evolution and competency development of competent authorities and compliance assurance mechanisms (based on graded approach and scope of transport in Member States).
          • Capacity building (including human resource development, involvement of young professionals and women in nuclear).
          • International, regional and national liaison and cooperation.
          • Safety-security interface, safety culture and security culture in transport.

          ?2. Safety and Security by Design – Regulatory and Industry Perspective

          • Design, manufacturing, testing and qualification and ageing mechanisms of packages including dual purpose casks.
          • Design, manufacturing, testing and qualification and ageing mechanisms of radioactive material, associated codes and standards.
          • Conveyance (including impact of innovative and new fuel types such as hydrogen and batteries on transport package design requirements, regulatory practices for use of electric and hydrogen fuel to transport radioactive material).
          • Authorization (certification/validation/renewal) practices to ensure compliance with the code and standards including practices in regulation of non-approved packages.
          • Physical protection systems design for the transport of nuclear and other radioactive material that minimizes the risk of malicious acts through features inherent in the design of the system.
          • Frameworks to achieve a robust, durable, and responsive transport and safety and security system for nuclear and other radioactive material; and
          • Practices to find the balance between safety, security, efficiency, and cost early in the design process.

          ????? 3.?Safety and Security during Transport Operations

          • Practices and challenges in transport including international shipments, shipment after storage or transit, transitional arrangements, special arrangement.
          • Transport of naturally occurring radioactive material (NORM); and
          • Practices for operational controls and additional administrative controls for shipment including Emergency planning and response and security plans by all modes.

          ? 4. Computer Security and Emerging Technologies

          • Computer security for safe and secure transport.
          • Safe and secure transport of small modular reactors.
          • Safe and secure deployment of transportable NPPs, including floating nuclear power plants and microreactors.
          • Use of technology (e.g. AI), including in regulatory activities by competent authorities for transport.

          Submission of Synopses

          Synopses (approximately 500 to 600 words on one or a maximum of two A4 pages, may contain any charts, graphs, figures and references) should give enough information on the content of the proposed paper to enable the Programme Committee to evaluate it. Anyone wishing to present at the conference must submit a synopsis in electronic format using the conference’s file submission system (IAEA-INDICO), which is accessible from the conference web page (see "Related Resources"). The synopsis can be submitted through this system until 15 September 2025. Specifications for the layout will be available on IAEA-INDICO. The system for electronic submission of synopsis, IAEA-INDICO, is the sole mechanism for submission of contributed synopsis. Authors are encouraged to submit synopsis as early as possible. The IAEA will not accept submissions via email.

          In addition, authors must register online using the InTouch+ platform. The online registration together with the auto-generated Participation Form (Form A) and Form for Submission of a Paper (Form B) must reach the IAEA no later than 15 September 2025.

          IMPORTANT: The Programme Committee will consider uploaded synopses only if these two forms have been received by the IAEA through the established official channels.

          Acceptance of Synopses

          The Secretariat reserves the right to exclude synopses that do not comply with its technical or scientific quality standards and that do not apply to one of the topics listed in Section C.

          Authors will be informed by 3 October 2025 as to whether their submission has been accepted, either orally or as a poster, for presentation at the conference. Accepted synopses will also be reproduced in an unedited electronic compilation of synopses which will be made available to all registered participants of the conference.

          Authors will be asked to provide an extended synopsis (3 to 5 pages) by 28?November?2025. Longer manuscripts will only be accepted at the discretion of the Secretariat and only in exceptional cases. Guidelines and a template for the preparation and submission of the extended synopsis will be available on IAEA-INDICO.

          Proceedings

          Following the conference, the IAEA will publish a summary report. The proceedings will be made available to read online.
