The objective of the event is to introduce participants to key issues affecting the development of technical regulations for nuclear security. The event provides participants with: an overview of the international legal framework for nuclear security; an overview of the legislative and regulatory framework for nuclear security in a State identified in Essential Elements 3.3 and 3.5 of Objective and Essential Elements of a State’s Nuclear Security Regime (IAEA Nuclear Security Series No. 20); an understanding of general drafting principles and the development process for regulations, including requirements for regulations as formal legal instruments; and, an overview of how to draft specific provisions for regulations related to specific nuclear security topics. The event will consist of lectures and group exercises. During the event, the participants will apply the course concepts and principles through practical exercises.
