Este posgrado, establecido en colaboración con el OIEA, dota a futuros profesionales de los recursos necesarios para desenvolverse con eficacia en las complejas dimensiones técnica, jurídica y de reglamentación del ámbito nuclear.</p> <p>El Programa de Posgrado en Derecho Nuclear de la Universidad de Buenos Aires (UBA), puesto en marcha en 2024, está abierto a graduados de todas las disciplinas procedentes de la Argentina y de toda la región. Nada de esto sería posible sin un marco jurídico que sopese detenidamente los riesgos y los beneficios de la ciencia y la tecnología nucleares”.</p><p>El curso, de un a?o de duración, ofrece 368 horas de instrucción distribuidas en diez asignaturas básicas que imparten profesores locales e internacionales en una modalidad híbrida que combina el aprendizaje presencial y en línea. Los estudiantes también participan en visitas técnicas, que les permiten adquirir conocimientos prácticos sobre el sector nuclear.</p><p>“Ha sido una experiencia transformadora —asegura Mara Florencia Arbizu, participante en el programa—. La UBA es una de las seis instituciones seleccionadas por el OIEA para participar en la iniciativa mundial, junto con universidades del Brasil, Egipto, los Emiratos árabes Unidos, Jamaica y Sudáfrica. Cuenta con el apoyo conjunto del Departamento de Cooperación Técnica del OIEA y de la Oficina de Asuntos Jurídicos, que estuvieron a cargo de la capacitación del personal docente y proporcionaron materiales exhaustivos sobre todos los elementos que integran el plan de estudios del curso.</p><p>El OIEA ayuda a los países a elaborar una legislación nacional integral para garantizar el uso tecnológica y físicamente seguro y con fines de seguridad de las tecnologías nucleares. La UBA es una de las seis instituciones seleccionadas por el OIEA para participar en la iniciativa mundial, junto con universidades del Brasil, Egipto, los Emiratos árabes Unidos, Jamaica y Sudáfrica. Cuenta con el apoyo conjunto del Departamento de Cooperación Técnica del OIEA y de la Oficina de Asuntos Jurídicos, que estuvieron a cargo de la capacitación del personal docente y proporcionaron materiales exhaustivos sobre todos los elementos que integran el plan de estudios del curso.</p><p>El OIEA ayuda a los países a elaborar una legislación nacional integral para garantizar el uso tecnológica y físicamente seguro y con fines de seguridad de las tecnologías nucleares. The country is also rapidly expanding its national nuclear power program, accounting for nearly half of all power reactors currently under construction worldwide.</p> <p>An IAEA legislative assistance mission was conducted on 26-30 May 2025 in Beijing and Hainan at the request of the China Atomic Energy Authority (CAEA). The mission included the country’s first ever IAEA national training course on nuclear law covering safety, security, liability, and the elements of a comprehensive national nuclear law, as well as the technical cooperation programme. Six high-level bilateral meetings on nuclear law were also held with several key stakeholders.</p> <p>Opening the training course, Jinjun Wang, Deputy Director General of the CAEA, said: “International engagement like this course is vital for developing a robust and modernized national legal framework, one that nurtures a well-informed nuclear industry. The course brought together more than 60 participants representing over twenty national stakeholders including officials, technical support organisations, law firms and professors from several universities.</p><p>Together with the IAEA’s Office of the Deputy Director General for Technical Cooperation, six high-level bilateral meetings were held with the Legislative Committee of the Standing Committee of the National People’s Congress (NPC), the CAEA, the National Nuclear Safety Administration (NNSA), the SNSTC, the CNNC and the China Institute for Atomic Energy (CIAE).</p><p>During the meeting with CNNC, Zhaohui LI, General Counsel and Chief Compliance Officer, stated that “CNNC intends to increase the participation in the Agency’s nuclear law related activities as an opportunity to build our own capabilities while also sharing China’s operational experience within the framework of the country’s legal system. This training course provides an excellent platform for the government, industry and other stakeholders to exchange views and further foster a mutual understanding of international and national nuclear law.”</p><p>The high-level meetings aimed to raise awareness about the international legal instruments and the importance of a comprehensive national legislation to ensure the safe, secure and peaceful use of nuclear technologies.</p><p>Closing the training course on nuclear law, Anthony Wetherall, Head of the Nuclear and Treaty Law Section, IAEA Office of Legal Affairs, highlighted that “The continuous development of a robust and comprehensive national legal framework, together with a growing pool of&nbsp;professionals knowledgeable in nuclear law, can help underpin the country’s rapid progress in nuclear technology development, including new technologies. The country is also rapidly expanding its national nuclear power program, accounting for nearly half of all power reactors currently under construction worldwide.</p> <p>An IAEA legislative assistance mission was conducted on 26-30 May 2025 in Beijing and Hainan at the request of the China Atomic Energy Authority (CAEA). The mission included the country’s first ever IAEA national training course on nuclear law covering safety, security, liability, and the elements of a comprehensive national nuclear law, as well as the technical cooperation programme. Six high-level bilateral meetings on nuclear law were also held with several key stakeholders.</p> <p>Opening the training course, Jinjun Wang, Deputy Director General of the CAEA, said: “International engagement like this course is vital for developing a robust and modernized national legal framework, one that nurtures a well-informed nuclear industry. The aim of the mission was to discuss legal issues with national stakeholders as the country plans to expand its nuclear power programme and considers the use of small modular reactors (SMRs).</p> <p>Nuclear energy provides roughly 40 per cent of Bulgaria’s electricity through the Kozloduy Nuclear Power Plant (NPP).</p> <p>The country plans to construct two new nuclear power units utilizing AP1000 technology at the Kozloduy NPP site. Bulgaria also uses nuclear and radiation technologies in medicine, industry and research. Esta nueva serie, que arranca el 24 de abril de 2025, girará en torno a diferentes aspectos clave y recientes novedades del programa de asistencia legislativa del OIEA, ayudando así a responsables de instancias normativas y decisorias y demás interesados del mundo entero a elaborar sólidos ordenamientos jurídicos nacionales relativos al ámbito nuclear.</p> <p>La nueva serie viene a prolongar la fructífera serie de seminarios web sobre derecho nuclear de 2021-2022. “Ante un panorama mundial en constante evolución, el derecho nuclear sigue siendo fundamental para garantizar que cada cual pueda beneficiarse de un uso seguro y con fines pacíficos de la ciencia y la tecnología nucleares”, declaró Peri Lynne Johnson, Directora General Asistente y Asesora Jurídica, de la Oficina de Asuntos Jurídicos del OIEA. “Se trata, con esta nueva serie de seminarios web, de aportar conocimientos a los participantes, sensibilizarlos y darles claves para entender la función e importancia del derecho nuclear ante las dificultades que plantea y las posibilidades que abre el mundo de hoy”.</p> <p>Unos 1000 funcionarios de casi 100 países, procedentes del ámbito normativo, jurídico, regulador o técnico, siguieron la serie de seminarios web de 2021-2022, que discurrió de octubre de 2021 a agosto de 2022. En aquellas ocho sesiones se trataron, entre otros, los siguientes temas: evolución reciente del derecho nuclear; función del derecho nuclear nacional a la hora de establecer un ordenamiento regulador; cuestiones ligadas a la clausura de instalaciones y la gestión de desechos radiactivos y combustible gastado en clave de derecho nuclear; fuentes radiactivas y responsabilidad por da?os; información actualizada sobre la Enmienda de 2005 de la&nbsp;<a href="http://www.dgdingfa.net/publications/documents/conventions/convention-physical-protection-nuclear-material-and-its-amendment">Convención sobre la Protección Física de los Materiales Nucleares</a>; reactores modulares peque?os (SMR); ordenamiento jurídico para la gestión del riesgo nuclear transfronterizo, y apertura y transparencia en la legislación nuclear internacional y nacional.</p> <p>La serie constará de cinco seminarios web dedicados a los temas siguientes:</p> <ol> <li>interfaz seguridad tecnológica-seguridad física en el derecho nuclear;</li> <li>&nbsp;en pos de un régimen mundial de responsabilidad nuclear;</li> <li>enfoque individualizado del OIEA en materia de legislación nuclear;</li> <li>ordenamiento jurídico de los SMR y las aplicaciones nucleares civiles en medio marino, y</li> <li>experiencia del Programa de Alianzas Universitarias sobre Derecho Nuclear.</li> </ol> <p>Las sesiones, dirigidas por especialistas, empezarán con una presentación general de cada tema, seguida de un turno de preguntas y respuestas que facilitará la participación de los asistentes y permitirá también a cada especialista compartir más a fondo su experiencia en el ámbito de que se trate.</p> <p>Esta serie se inscribe en el programa de asistencia legislativa del OIEA, que tiene por objetivo explicar y dar mejor a conocer la importancia de que los países se adhieran a los instrumentos jurídicos internacionales en la materia y se doten de una legislación nuclear integral. Como parte de este programa también se proporciona a los Estados Miembros asistencia bilateral para la redacción de textos legislativos y se proponen talleres y formación avanzada sobre derecho nuclear.</p> <p>La serie de seminarios web, abierta a funcionarios gubernamentales y otras partes interesadas en aspectos legislativos y normativos, también será especialmente provechosa para aquellos Estados Miembros que no participen o participen poco en los instrumentos jurídicos internacionales sobre el tema auspiciados por el OIEA, e igualmente para los Estados que estén en vías de actualizar su ordenamiento jurídico nacional referido al ámbito nuclear.</p> <p>A continuación se detalla el calendario. Esta nueva serie, que arranca el 24 de abril de 2025, girará en torno a diferentes aspectos clave y recientes novedades del programa de asistencia legislativa del OIEA, ayudando así a responsables de instancias normativas y decisorias y demás interesados del mundo entero a elaborar sólidos ordenamientos jurídicos nacionales relativos al ámbito nuclear.</p> <p>La nueva serie viene a prolongar la fructífera serie de seminarios web sobre derecho nuclear de 2021-2022. “Ante un panorama mundial en constante evolución, el derecho nuclear sigue siendo fundamental para garantizar que cada cual pueda beneficiarse de un uso seguro y con fines pacíficos de la ciencia y la tecnología nucleares”, declaró Peri Lynne Johnson, Directora General Asistente y Asesora Jurídica, de la Oficina de Asuntos Jurídicos del OIEA. “Se trata, con esta nueva serie de seminarios web, de aportar conocimientos a los participantes, sensibilizarlos y darles claves para entender la función e importancia del derecho nuclear ante las dificultades que plantea y las posibilidades que abre el mundo de hoy”.</p> <p>Unos 1000 funcionarios de casi 100 países, procedentes del ámbito normativo, jurídico, regulador o técnico, siguieron la serie de seminarios web de 2021-2022, que discurrió de octubre de 2021 a agosto de 2022. En aquellas ocho sesiones se trataron, entre otros, los siguientes temas: evolución reciente del derecho nuclear; función del derecho nuclear nacional a la hora de establecer un ordenamiento regulador; cuestiones ligadas a la clausura de instalaciones y la gestión de desechos radiactivos y combustible gastado en clave de derecho nuclear; fuentes radiactivas y responsabilidad por da?os; información actualizada sobre la Enmienda de 2005 de la&nbsp;<a href="http://www.dgdingfa.net/publications/documents/conventions/convention-physical-protection-nuclear-material-and-its-amendment">Convención sobre la Protección Física de los Materiales Nucleares</a>; reactores modulares peque?os (SMR); ordenamiento jurídico para la gestión del riesgo nuclear transfronterizo, y apertura y transparencia en la legislación nuclear internacional y nacional.</p> <p>La serie constará de cinco seminarios web dedicados a los temas siguientes:</p> <ol> <li>interfaz seguridad tecnológica-seguridad física en el derecho nuclear;</li> <li>&nbsp;en pos de un régimen mundial de responsabilidad nuclear;</li> <li>enfoque individualizado del OIEA en materia de legislación nuclear;</li> <li>ordenamiento jurídico de los SMR y las aplicaciones nucleares civiles en medio marino, y</li> <li>experiencia del Programa de Alianzas Universitarias sobre Derecho Nuclear.</li> </ol> <p>Las sesiones, dirigidas por especialistas, empezarán con una presentación general de cada tema, seguida de un turno de preguntas y respuestas que facilitará la participación de los asistentes y permitirá también a cada especialista compartir más a fondo su experiencia en el ámbito de que se trate.</p> <p>Esta serie se inscribe en el programa de asistencia legislativa del OIEA, que tiene por objetivo explicar y dar mejor a conocer la importancia de que los países se adhieran a los instrumentos jurídicos internacionales en la materia y se doten de una legislación nuclear integral. Como parte de este programa también se proporciona a los Estados Miembros asistencia bilateral para la redacción de textos legislativos y se proponen talleres y formación avanzada sobre derecho nuclear.</p> <p>La serie de seminarios web, abierta a funcionarios gubernamentales y otras partes interesadas en aspectos legislativos y normativos, también será especialmente provechosa para aquellos Estados Miembros que no participen o participen poco en los instrumentos jurídicos internacionales sobre el tema auspiciados por el OIEA, e igualmente para los Estados que estén en vías de actualizar su ordenamiento jurídico nacional referido al ámbito nuclear.</p> <p>A continuación se detalla el calendario. It allows to share national experience and lessons learned which will help strengthening our national legal frameworks” said Amal Saif Omar from the Federal Authority for Nuclear Regulation of the United Arab Emirates.</p> <p>“Discussions and lectures held during this workshop are extremely beneficial to enhancing our understanding of nuclear law, particularly through in-depth case studies and expert presentations on nuclear safety, security, safeguards<a>,&nbsp;</a>and liability, including on emergency preparedness and response which is crucial for developing a robust national legal framework,” said Salah Alhasan, from the Ministry of Interior of the Kingdom of Bahrain.</p> <p>The event served as a platform for dialogue, knowledge sharing and strengthening national legal frameworks in line with international legal instruments, standards and guidance.</p> <p>The IAEA remains committed to supporting countries in the region to develop or enhance their nuclear law. Previous regional workshops on nuclear law were held in December 2022 in the United Arab Emirates and in December 2019 in Vienna, Austria.</p> <p>This sub-regional workshop was conducted within the nuclear law for countries in the Middle East last week as they consider joining international legal instruments on nuclear safety, security, safeguards and civil liability for nuclear damage.</p> <p>The workshop, held at the IAEA’s headquarters in Vienna, Austria, was attended by 12 participants representing Bahrain, Iran, Iraq, Jordan, Saudi Arabia, United Arab Emirates and Yemen.</p> <p>“This workshop on nuclear law deepens my knowledge about nuclear law both at the national and international levels. It allows to share national experience and lessons learned which will help strengthening our national legal frameworks” said Amal Saif Omar from the Federal Authority for Nuclear Regulation of the United Arab Emirates.</p> <p>“Discussions and lectures held during this workshop are extremely beneficial to enhancing our understanding of nuclear law, particularly through in-depth case studies and expert presentations on nuclear safety, security, safeguards<a>,&nbsp;</a>and liability, including on emergency preparedness and response which is crucial for developing a robust national legal framework,” said Salah Alhasan, from the Ministry of Interior of the Kingdom of Bahrain.</p> <p>The event served as a platform for dialogue, knowledge sharing and strengthening national legal frameworks in line with international legal instruments, standards and guidance.</p> <p>The IAEA remains committed to supporting countries in the region to develop or enhance their nuclear law. Previous regional workshops on nuclear law were held in December 2022 in the United Arab Emirates and in December 2019 in Vienna, Austria.</p> <p>This sub-regional workshop was conducted within the
