In the summer of 2022, some of the world’s mightiest rivers, such as the <a target="_blank">Colorado</a>,&nbsp;<a target="_blank">Loire</a>,&nbsp;<a target="_blank">Po</a>,&nbsp;<a target="_blank">Rhine</a>&nbsp;and&nbsp;<a target="_blank">Yangtze</a>, saw significant drops in water levels, in some areas shrinking to thin trickles as a result of severe climate-driven droughts. In other parts of the world, intense flooding has affected millions of lives and livelihoods. &nbsp;</p> <p>At an event, <em>'Water Security in a Changing World,</em>’ held today alongside the IAEA’s annual General Conference, experts from fields as diverse as isotope hydrology, biochemistry and environmental law gathered to discuss the issues of water security and how nuclear sciences can be used to make informed decisions by water managers on preserving this valuable resource against the backdrop of climate change. The event was organised jointly by the IAEA and the United Nations Educational, Scientific and Cultural Organization (UNESCO).</p> <p>“We are experiencing worldwide changes in the distribution of water caused by climate change,” said Najat Mokhtar, IAEA Deputy Director General and Head of the Department of Nuclear Sciences and Applications, at the opening of the event. “Our success in managing these shifts will largely rely on the tools at our disposal, such as various nuclear techniques, to track and understand the movement of water,” she added.</p> <p>About <a >70 per cent of the Earth's surface</a> is covered with water, however, only 2.5 per cent of that is fresh, and because much of it is frozen in glaciers or buried underground, only one per cent is available for drinking, bathing or irrigating agricultural fields. Discussing ways of strengthening water security globally, the participants focused on how nuclear and isotopic techniques can help in understanding the impact of climate change and human activities on water availability and sustainability. These include the use of a range of isotope tracers to understand how water moves through the different stages of the water cycle and which components of this cycle are most at risk from climate change.</p> <p>One such important component is groundwater, an important source of freshwater to mitigate the impact of evaporative losses of surface water as the temperature of the Earth’s surface increases. Participants discussed studying — through isotopic methods — the availability of groundwater, its quality and sustainability, as well as its connection to important ecosystems such as rivers and coastal environments.</p> <p>“To address the escalating problem of deteriorating water quality worldwide, we need to accommodate for varying levels of treatment centralization, to match water quality to intended use, and to explicitly include governance aspects of technology implementation,” said Janet Hering, the Director of Eawag, Swiss Federal Institute of Aquatic Science and Technology, who signed a Practical Arrangement with the IAEA at the General Conference on improving spatial mapping of water quality and improved understanding of the timescales of pollution transport.</p> <p>Water scarcity — its lack due to physical shortages or the inability of institutions to adequately provide it — now affects every continent. According to a <a >recent report</a>, 2 billion people, or 26 per cent of the world’s population, lack safe drinking water and 3.6 billion people, or 46 per cent, lack adequate sanitation. At the current rate of consumption, water scarcity is expected to worsen as global temperatures continue to rise and the population continues to grow. Sixteen attendees from Africa’s Sahel region presented their work and results on how to improve the management of water resources using isotope hydrology techniques.</p> <p>During the one-day meeting, the young researchers discussed solutions that can be used in the Sahel, where water demand is projected to increase fourfold in households, and ninefold in industry by <a >2050</a>. Groundwater resources will continue to be used to meet this growing demand.</p> <p>The PhD conference was part of a <a href="http://www.dgdingfa.net/projects/tc/raf7019">technical cooperation project</a> to support thirteen African countries to better understand and manage shared water resources across the Sahel. With support from this project, students from Benin, Burkina Faso, Cameroon, the Central African Republic, Chad, Ghana, Nigeria, Senegal and Togo are working towards their PhD or post-doctoral programmes and will become experts trained to identify the origin, flow patterns, quality, and renewal rate of groundwater using isotopic techniques (see <a href="#infobox">The Science</a>). &nbsp;</p> <p>“Using isotopes to date and characterise the qualitative potential of water has taught me that groundwater is a strategic resource, and its protection is indispensable,” said Fricelle Song from Cameroon, who is studying at the university in her home country and also at a university in France. “This PhD programme is helping me acquire many skills including analytical laboratory techniques essential for the proper functioning of the laboratory at my university.”</p> <p>During their studies at the partner universities abroad – in Canada, Ghana, France, Italy, Morocco and Tunisia – the students from the Sahel are gaining additional expertise as well as skills in the collecting samples in the field and analysing them in isotope laboratories.</p> <p>“Investment in people is the most important investment we can make. It builds on an earlier project, in which scientists from Algeria, Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Ghana, Mali, Mauritania, Niger, Nigeria, Senegal and Togo were <a href="http://www.dgdingfa.net/newscenter/news/iaea-launches-second-project-on-sustainable-groundwater-management-in-the-sahel-region">trained in water sampling</a> for isotope analysis in order to carry out a detailed survey of groundwater supplies.</p><p>Building on the first phase of the project which ended in 2017, they have analysed a further 2000 water samples from different aquifers from five major transboundary aquifer systems: the Iullemeden Aquifer System, the Liptako-Gourma-Upper Volta System, the Senegalo-Mauritanian Basin, the Lake Chad Basin and the Taoudeni Basin. The results from this water analysis provided critical information for the management of water systems in these basins. “You cannot manage, what you don’t measure. The new data confirmed the presence of large amounts of good quality groundwater,” said Jodie Miller, Head of the Isotope Hydrology Section at the IAEA and the chair of the PhD conference. “Now it is up to the national and regional experts including these PhD students to work together to understand and interpret these data.”</p><p>The project also contributes to the goals of <a >Africa’s Agenda 2063</a> and to the UN’s 2030 Sustainable Development Goals (SDGs), specifically to <a >SDG6</a>, which is calling to ensure availability and sustainable management of water and sanitation for all by 2030. The Cosmic Ray Neutron Sensor (CRNS), which measures area-wide soil moisture, was installed at around 4,500 meters altitude, close to the eternal snow of the 6,088 meters high Huayna Potosi mountain in the Cordillera Real. The device will help scientists, who were trained on its use, to predict the extent and likelihood of droughts, and in turn support decision makers to develop climate-change adaptation strategies for mountain ecosystems.</p> <p>Since 1980, the Cordillera Real has lost more than a third of its ice surface due to climate change, impacting water supply for millions of Bolivians, sometimes severely.&nbsp;Indeed, without glaciers, reservoirs at the bottom of mountains do not get replenished regularly. The <a >Huayna Potosi</a>’s glacier loses two metres in thickness and retreats by 20 metres annually, and is predicted to disappear in 60 years. The glacier feeds the Tuni reservoir, which supplies water to El Alto, a city of 1 million. To mitigate and adapt to frequent <a >severe droughts</a>, early warning systems are needed. Scientists will use this information to determine the moisture levels in the soil (see <a href="#infobox"><em>The Science</em></a> below). Such monitoring system has been applied in many countries, and it is the first time it is applied in a high-altitude region.</p><p>“The collection of over 100 soil samples for the CRNS calibration was physically challenging at such an altitude,” said Trenton Franz, Associate Director for Research at the University of Nebraska-Lincoln, USA, and lead scientist of this FAO/IAEA mission. “On top of it, the site is currently facing extreme rainfall and lots of mud due to the La <a >Ni?a phenomenon</a>. These conditions make it clear that the CRNS&nbsp;is the best option to collect precise data in such remote areas under harsh weather conditions”.</p><p>The CRNS was installed near the property of an 80-year-old local resident, with his approval. Scientists use this information to determine the moisture levels in the soil.</p> <p>The neutrons are produced by incoming high-energy cosmic rays (mainly protons) from outside the solar system. These collide with atoms — mainly nitrogen and oxygen — in the Earth’s upper atmosphere. These atoms break apart into subatomic particles such as protons and neutrons, which rain through the atmosphere and continue to collide with other atoms as they fall.</p> <p>By the time the neutrons reach the Earth’s surface, they are still fast-moving. Their energy is absorbed by atoms in the environment, with hydrogen atoms absorbing most of this energy.
